Description

Request to authorize the City Manager, or his designee, to apply for, accept, and if awarded, enter into agreements for federal funding through a grant application to the Maricopa Association of Governments (MAG) to purchase PM-10 certified street sweepers. Further request authorization for the City Treasurer to accept and the City Controller to disburse all funds related to this item. If the grant application is approved, the City's estimated cost share would be $65,475.

Summary

On July 26, 2018, MAG announced a call for projects for federal Congestion Mitigation and Air Quality Improvement (CMAQ) funding for PM-10 certified street sweepers. There is approximately $1,449,729 in CMAQ funds available for the region this year. The due date for applications is Sept. 13, 2018. The City intends to submit applications for three certified PM-10 street sweepers to replace three older sweepers. Obtaining federal dollars allows the City to leverage local dollars to improve air quality.

 

Financial Impact

The maximum federal participation rate is 94.3 percent of the total eligible costs for new PM-10 street sweepers, while local agencies are required to provide a 5.7 percent match.

 

If all three applications are approved, the City would receive over $800,000 in federal funding, and be responsible for approximately $65,475. This amount includes the 5.7 percent local match and other non-reimburseable items that are specific to the City's PM-10 street sweepers. Funding is available in the Streets Transportation Capital Improvement Program budget.
