Description
Request to authorize the City Manager, or his designee, to enter into an agreement with AZ Wastewater Industries, Inc. to provide sewer rods for the Water Services Department (WSD). Further request to authorize execution of amendments to the agreement as necessary within the Council-approved expenditure authority as provided below, and for the Controller to disburse all funds related to this item. The total value of the agreement will not exceed $38,813.

Summary
The purpose of the agreement is to provide sewer rods for the WSD Wastewater Collection Division for the purpose of conducting preventative maintenance of the sewer sanitary system. Sewer mechanical rodding is an essential function used to clear and remove debris from the City's water collection system through the sewer mains to clean difficult areas that have accumulated debris, grease, and roots within the collection system. Additionally, the cleaning is an integral component to preventative maintenance of the sanitary sewer as required by the Arizona Department of Environmental Quality's Capacity Management, Operations, and Maintenance (CMOM) Permit.

The selection was made using an Invitation for Bid procurement process in accordance with City of Phoenix Administrative Regulation 3.10.
There were 3 offers received from the following vendors:
- Ferguson Waterworks;
- Texas Municipal Equipment; and
- AZ Wastewater Industries, Inc.
AZ Wastewater Industries, Inc. was determined to be the lowest, most responsive and responsible offer that is the most advantageous to the City.
Contract Term
The term of the agreement is for five years, effective March 1, 2021.
Financial Impact
The agreement value for AZ Wastewater Industries, Inc. will not exceed a total aggregate value of $38,813.
