Description

Request to authorize the City Manager, or his designee, to enter into a contract with LexisNexis Crime Solutions, Inc. (or its City-approved designee) to provide the Desk Officer Reporting System application, and support services for the Phoenix Police Department (PPD). Expenditures against this contract shall not exceed $187,000 (including applicable taxes), with an estimated annual expenditure of $37,000. Further request authorization for the City Controller to disburse all funds related to this item.

 

Report

Summary

This contract will provide PPD with an online reporting system which offers citizens the ability to directly submit online reports, in English or Spanish, for select non-emergency crimes where no suspect information is available or to report incidents of lost property. Online incident reporting for citizens is critical as it has relieved patrol first responders of approximately 1,000 calls per month for such incidents by allowing citizens access to file or update reports 24 hours a day/seven days a week. The application allows the Coplogic Detail to quickly review online reports, translate as necessary, and approve, request additional information, or reject reports that do not fit online reporting parameters. The Coplogic Detail manages two hotlines (English and Spanish) to assist citizens with online reporting. Once approved, the online reports are submitted into the police records management system for assignment to the appropriate detective detail for follow-up and citizen contact.

 

This item has been reviewed and approved by the Information Technology Services Department.

 

Procurement Information

In accordance with Administrative Regulation 3.10, normal competition was waived as the result of a Determination Memo citing continuity of service to support PPD's public safety efforts. A new procurement process to replace the application would severely disrupt PPD's business operations and delay the services provided to the public.

 

Contract Term

The five-year contract term shall begin on or about Dec. 1, 2018.

 

Financial Impact

Expenditures against this contract shall not exceed $187,000 (including applicable taxes), with an estimated annual expenditure of $37,000. Funds are available in the Police Department's budget.
