Description

Request to authorize the City Manager, or his designee, to enter into an agreement with Jacobs Engineering Group Inc. to provide engineering services that include construction management and construction administration and inspection (CA&I) services for the Phoenix Sky Harbor International Airport (PSHIA) Terminal 4 South 1 (T4S1) Concourse Concrete Apron project. Further request to authorize execution of amendments to the agreement as necessary within the Council-approved expenditure authority as provided below, and for the City Controller to disburse all funds related to this item. The fee for services will not exceed $750,000.

 

Additionally, request to authorize the City Manager, or his designee, to take all action deemed necessary to execute all utilities-related design and construction agreements, licenses, permits, and requests for utility services related to the development, design, and construction of the project and to include disbursement of funds. Utility services include, but are not limited to: electrical, water, sewer, natural gas, telecommunication, cable television, railroads and other modes of transportation. This authorization excludes any transaction involving an interest in real property.

Summary

The purpose of the project is to construct approximately 48,000 square yards of new concrete aircraft apron located at PSHIA T4S1. Construction management and CA&I services will be performed in conjunction and cooperation with ongoing construction of the T4S1 Concourse. 

 

Jacobs Engineering Group Inc.'s services include, but are not limited to: supplying resident project representative or resident engineer, Federal Aviation Administration (FAA) document control; initial review for completeness of requests for information, construction submittals, and shop drawings; filing FAA weekly construction reports; inspecting major work items in coordination with City of Phoenix Aviation Department inspections; responding to construction related issues; reviewing and commenting on the applicability of construction change requests, time extensions, and schedule reviews; preparing and reviewing punch lists and closeout documentation; and other related services required to successfully implement the construction of the project.

 

The agreement is essential to the health, safety, and welfare of the public and critical operations for the City.

 

Procurement Information

The selection was made using a qualifications-based selection process set forth in section 34-603 of the Arizona Revised Statutes (A.R.S.). In accordance with A.R.S. section 34-603(H), the City may not publicly release information on proposals received or the scoring results until an agreement is awarded. Six firms submitted proposals and are listed below.

Contract Term

The term of the agreement is five years from the issuance of the notice to proceed. Work scope identified and incorporated into the agreement prior to the end of the term may be agreed to by the parties and work may extend past the termination of the agreement. No additional changes may be executed after the end of the term.

 

Financial Impact

The agreement value for Jacobs Engineering Group Inc. will not exceed $750,000, including all subconsultant and reimbursable costs.

 

Funding is available in the Aviation Department's Capital Improvement Program budget. Aviation anticipates grant funding for this project. The Budget and Research Department will separately review and approve funding availability prior to execution of any amendments. Payments may be made up to agreement limits for all rendered agreement services, which may extend past the agreement termination.
