Summary
The Neighborhood Services Department's (NSD) Abandoned Shopping Cart Retrieval Program picks up abandoned shopping carts throughout the city of Phoenix. The program was designed to address increasing resident concerns regarding hazards to pedestrians and motorists, and the visual blight created by abandoned shopping carts in neighborhoods. The program provides a timely response to community complaints regarding carts abandoned on sidewalks, along rights-of-way and in alleys. The current contract expires Nov. 1, 2022.
Procurement Information
The Finance Department issued a Request for Proposals (RFP 22-136) on June 24, 2022, to solicit a contract for abandoned shopping cart retrieval services. More than 150 vendors from NSD’s and the Finance Department’s distribution list or database were notified of the RFP. The RFP closed on July 15, 2022. One successful offer was received by the posted deadline. One offer was disqualified due the vendor’s late submittal.
An evaluation panel comprised of five City staff representing three different departments familiar with the program, evaluated the one responsive proposal based on the following criteria for a total of 1,000 points:
- Method of Approach - 400 points;
- Experience and Qualifications - 300 points;
- Capacity - 200 points; and
- Price - 100 points.
The result of the evaluation panel consensus score for the proposal is as follows:

The Assistant Finance Director recommends that the offer from Arizona Cart Services be accepted.
Contract Term
The contract will begin on or about Nov. 1, 2022. The initial term of the contract is for one-year with four one-year options to extend that may be exercised at the discretion of the City Manager or designee.
Financial Impact
The aggregate contract value will not exceed $300,000. Funds are available in the Neighborhood Services Department's budget.
Concurrence/Previous Council Action
On Nov. 3, 2021, the Community and Cultural Investment Subcommittee recommended City Council approval to issue an RFP to establish a new five-year Shopping Cart Retrieval services contract.
