Description
Request to authorize the City Manager, or his designee, to enter into an agreement with CH2M Hill Engineers, Inc. (Phoenix - 3015859) to provide Electrical, Instrumentation, and Control (EIC) systems arc flash analysis services for Water Services Department Remote Facilities. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
The Water Services Department is required to conduct arc flash hazardous analysis on all new motor control centers, switchgears, and power panels to remain in compliance with the National Fire Protection Association (NFPA) Standard 70E. Additionally each site is required to have an arc flash hazardous analysis conducted every five years to ensure that all electrical gears are in compliance with NFPA 70E standard and that any changes are documented and re-analyzed. The electrical engineering consultant will use the Systems Analysis, Inc. SKM software package to conduct power studies at remote facility sites throughout the City.
CH2M Hill Engineers, Inc., will be required to provide arc flash hazardous testing services using a professional electrical engineer. The arc flash hazardous testing services will include, but not be limited to: prepare as-build existing single line diagrams; conduct load calculations for motor control centers, switchgear and power panels; conduct a power system study and ground system testing; and access energized equipment.
Additionally, request authorization for the City Manager, or his designee, to take action as deemed necessary to execute all utilities-related design and construction agreements, licenses, permits, and requests for utility services relating to development, design, and construction of the project and to include disbursement of funds. Utility services include, but are not limited to: electrical, water, sewer, natural gas, telecommunications, cable television, railroads, and other modes of transportation. This authorization excludes any transaction involving an interest in real property.

CH2M Hill Engineers, Inc., was chosen for this project using a qualification-based selection process according to Section 34-603 of the Arizona Revised Statutes (A.R.S.). Pursuant to A.R.S. Title 34, the City is not to release the scoring of proposers until a contract has been awarded. The top-three rankings follow:

Contract Term
The term of the contract is for one year. Contract work scope identified and incorporated into the contract prior to the end of the contract may be agreed to by the parties, and work may extend past the termination of the contract. No additional contract work scope changes may be executed after the end of the contract term.
Financial Impact
CH2M Hill Engineers, Inc.'s fee under this contract will not exceed $325,000, including all subconsultant and reimbursable costs. Funding is available in the Water Services Department Capital Improvement Program budget. Contract payments may be made up to the contract limits for all rendered contract services, which may extend past the contract termination.
