Description
Request to authorize the City Manager, or the City Manager's designee, to enter into an Intergovernmental Agreement (IGA) with the Maricopa County Department of Transportation (MCDOT) for participation in the Loop 101 Integrated Corridor Management Readiness Project. Further request the City Council to grant an exception pursuant to Phoenix City Code Section 42-20 to authorize indemnification and assumption-of-liability provisions that otherwise would be prohibited by Phoenix City Code Section 42-18. Further request to authorize the City Controller to disburse funds. Funding for this agreement will not exceed $27,800.

Summary
The Loop 101 Integrated Corridor Management Readiness Project is a coordinated effort between local agencies, including the Arizona Department of Transportation (ADOT) and MCDOT, to manage traffic during incidents and special events along the freeway. The Project will install upgraded traffic technology at 16 signalized intersections in Phoenix along the Loop 101 freeway corridor. This technology will allow for improved travel reliability and safety by allowing Traffic Management Center operators to adjust traffic signal timing during incidents and special events, such as construction or freeway closures.
MCDOT will procure and deliver 16 smart video detection systems to the City, and the City will be responsible for installing the devices that are required to support this project.
Contract Term
The IGA term will begin on or about September 30, 2026 and end on June 30, 2029.
Financial Impact
The City's project cost is estimated at $27,800. Funding is available in the Street Transportation Department's Capital Improvement Program budget.

Loop 101 Pima Freeway corridor bounded by Deer Valley Drive to the north and Union Hills Drive to the south; 19th Avenue to the west and up to but not including Scottsdale Road to the east.
