Description

Request to authorize the City Manager, or his designee, to accept Combs Construction Company Inc., (Glendale, Ariz.) as the lowest-priced, responsive and responsible bidder and enter into an agreement with Combs Construction Company Inc., for construction services. Further request authorization for the City Controller to disburse all funds related to this item.

Summary

Combs Construction Company Inc.'s services include fully improving the street pavement, curb gutter, and sidewalk. This project consists of subgrade preparation, asphalt concrete, asphalt microseal, concrete sidewalk, concrete driveways, concrete curb, street light poles, storm drain pipe, traffic control, traffic signal installation and other associated work on Avenida Rio Salado Parkway.

 

Procurement Information

Eight bids were received in compliance with section 34-201 of the Arizona Revised Statutes (ARS) by the Street Transportation Department on Jan. 23, 2017. The top five bids were sent to the Equal Opportunity Department (EOD) for review to determine subcontractor eligibility and general contractor responsiveness with the project’s Small Business Enterprise (SBE) goal of 11 percent. EOD found all bidders responsive.

 

Bids ranged from a low of $10,959,667.80 to a high of $14,082,060.10. The Engineers estimate and the three lowest responsive, responsible bidder are listed below:

 

Engineer’s Estimate: $10,752,407.47

#1 - Combs Construction Company Inc.:  $10,959,667.80

#2 - Sunland Inc. Asphalt & Seal Coating:  $11,280,112.56

#3 - Achen Gardner Construction LLC:   $11,538,397.15

 

Contract Term

Work is expected to be completed within 600 days from the Notice to Proceed. Contract work scope identified and incorporated into the contract prior to the end of the contract may be agreed to by the parties, and work may extend past the termination of the contract. No additional contract work scope changes may be executed after the end of the contract term.

 

Financial Impact

The bid award amount is within the total budget for this project. Funding is available in the Street Transportation Capital Improvement Program budget. Contract payments may be made up to contract limits for all rendered contract services, which may extend past the contract termination.

 

Small Business Outreach

The Small Business Enterprise (SBE) goal of 11 percent has been established for this project.
