Description
Request to authorize the City Manager, or the City Manager's designee, to enter into contracts with Bluefin, LLC dba Mantis Facility Management Solutions; Partner Assessment Corporation; WRECORP (Western Roof Evaluation Corporation); and Weatherproofing Technologies, Inc. to provide Roofing Analysis and Consulting Services for the Public Works Department. Further request to authorize the City Controller to disburse all funds related to this item. The total combined value of the contracts will not exceed $500,000. Request to apportion the total combined value among the contract awardees based on the City's needs and resources at the discretion of the City Manager, or the City Manager's designee.

Summary
These contracts will provide comprehensive evaluations of roofing systems at City facilities. Evaluations will include, but are not limited to: assessments of the current condition, performance, and long-term reliability of existing roofing systems at Public Works-managed facilities. The evaluation services provided under these contracts will assist Facilities Project Planners in making informed decisions regarding roof maintenance, repair, and replacement.
The analysis will support planning and budgeting efforts by identifying issues early, preventing costly emergency repairs, and ensuring compliance with applicable safety and building standards. These services will help to maintain asset integrity, extend the useful life of roofing systems, and ensure that City facilities remain safe, operational, and aligned with long-term facility management goals.
Procurement Information
An Invitation for Bid procurement was processed in accordance with City of Phoenix Administrative Regulation 3.10.
Four vendors submitted bids deemed to be responsive to posted specifications and responsible to provide the required services. Following an evaluation based on price, the procurement officer recommends award to the following vendors:

Contract Term
