Request to authorize the City Manager, or his designee, to authorize additional expenditures for contract 143857 with Enterprise Network Solutions to purchase additional Regional 9-1-1 equipment, provide necessary maintenance, and train additional staff through June 30, 2021. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
The additional amount will be used for Phoenix Fire Department Regional 9-1-1 Emergency Services equipment and hardware components which also include Internet Protocol ESInet offered by Enterprise Network Solutions as required for 9-1-1 Call Processing Equipment. The ESInet provides emergency communications among the Public Safety Answering Points in the Maricopa region, which include: Apache Junction Police Department, Arizona State University Police Department, Avondale Police Department, Buckeye Police Department, Chandler Police Department, Fort McDowell Police Department, Gilbert Police Department, Glendale Police Department, Goodyear Police Department, Luke Air Force Base Fire Department, Maricopa County Sheriff’s Office, Mesa Fire Department, Mesa Police Department, Paradise Valley Police Department, Peoria Police Department, Phoenix Fire Department, Phoenix Police Department, Rural Metro Fire Department, Salt River Tribal Police Department, Scottsdale Police Department, Tempe Police Department, Tolleson Police Department, and Wickenburg Police Department.
The State of Arizona 9-1-1 Program office has oversight responsibility for revenues collected through the Emergency Telecommunication Service Revolving Fund. Revenues are generated through a Telecommunications Services Excise Tax for wireline, traditional wireless and Voice over Internet Protocol phones through the Prepaid Wireless Telecommunications E9-1-1 Excise Tax. Funds are used to implement and operate emergency Telecommunication services through political subdivisions of the state. The City of Phoenix, as a political subdivision of the State, was designated as the contracted agent for the 9-1-1 system in 1989. The Regional
9-1-1 Services was established as a section of the Phoenix Fire Department to oversee the 9-1-1 program. Responsibilities of the 9-1-1 Administrator include budget and billing, on behalf of the Public Safety Answering Points in the Maricopa region, to the State 9-1-1 Office who manages the 9-1-1 fund. These funds will procure 9-1-1 Services, equipment, networking, and training on a local level instead of through the State. The City of Phoenix will act as the pass-through agency for the procurement of these 9-1-1 acquisitions on behalf of the Maricopa Region member agencies. The City of Phoenix will be reimbursed through the 9-1-1 Grant which was awarded to the City specifically for these purchases.
Procurement Information
In accordance with Administrative Regulation 3.10, a participating agreement is required when the City uses a cooperative agreement from another public agency. The contract was awarded through a process, as set forth in the Phoenix City Code, Chapter 43. Utilization of cooperative agreements allows the City to benefit from national government pricing and volume discounts. The State of Arizona contract covers network equipment and services, and the City adopted the contract in 2016 with Enterprise Network Solutions for an amount not to exceed $20.5 million.
Financial Impact
With $3,500,000 in additional funds, the contract's revised aggregate value is approximately $24,000,000. Funds are available in City department's budgets with the additional $3,500,000 available in the Fire Department.
