Summary
Federal Regulation, 45 CFR 75.439(2) mandates approval for capital expenditures from the Office of Head Start and the Head Start Birth to Five governing bodies. Health and safety concerns have been identified requiring the purchase of capital equipment units more than the $5,000 threshold. The City of Phoenix's Head Start Birth to Five Program will utilize funds from the identified $5.6 million carryover funding to purchase playgrounds, shade structures, fences, storage sheds, picnic tables and outdoor classroom equipment. Some of the identified purchases may have units of equipment with a value greater than $5,000. The total for all equipment will not exceed $2 million.
Financial Impact
The total amount for all capital equipment units over the $5,000 threshold will not exceed $2 million. Head Start Birth to Five grant funds will be used for these purchases. No General Funds will be used.

This Head Start Birth to Five Policy Council approved this item on Sept. 13, 2021.
Location
The locations of the capital equipment will be throughout the City of Phoenix Head Start Birth to Five Program's service area, located in Council Districts 1, 3, 4, 5, 6, 7 and 8.
