Request to authorize the City Manager, or his designee, to enter into contracts with NV5, Inc., Amec Foster Wheeler, Laboratory Data Consultants, and Shepherd Technical Services to provide scientific and technical training to the Water Services Department on an ongoing basis. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
The City of Phoenix Water Services Department (WSD) requires qualified contractors to develop, implement, and deliver comprehensive scientific and technical training courses for the Environmental Services Division. The training courses to be provided include laboratory and sampling ethics, National Environmental Laboratory Accreditation Conference and National Environmental Field Accreditation Program refresher training, stormwater management, calibration training, data review and validation, and development of a corrective action program.
Procurement Information
In order to ensure that contractors are available to develop and deliver all of the required classes, WSD issued solicitation number RFP 84-16-084-RFP-8426 and included language informing potential awardees that multiple awards may be considered. The due date for the solicitation was Nov. 23, 2016. Five proposals were received and evaluated by a selection committee consisting of staff from the Water Services Department Environmental Services Division. A competitive range was established, and the four highest scoring proposals were invited to submit Best and Final Offers. The scores of all firms that submitted proposals are reported below:

Contract Term
The term of the contract will be for a five-year period, from Feb. 1, 2017, to Jan. 31, 2022.
Financial Impact
The total cost of the services will not exceed $365,284 over the life of the contract, with an estimated annual cost of $63,000. Funds are available in the Water Services Department Operating Budget.
