Request to authorize the City Manager, or his designee, to enter into an Intergovernmental Agreement (IGA) with the Arizona Department of Transportation (ADOT) to perform bridge inspections on City-owned structures located in the right-of-way.

Summary
Under Title 23, Code of Federal Regulations (CFR) Part 650, Subpart C - National Bridge Inspection Standards; the City of Phoenix is required to inspect bridges and other structures that are over or under roads in public rights-of-way. Local agencies like Phoenix are authorized by the State of Arizona to manage and inspect their own bridge inventory. Bridges fall into one of two categories; National Bridge Inventory (NBI), or non-NBI structures.
In prior years, the City received federal assistance for equipment, software and inspection consultants. Under Moving Ahead for Progress in the 21st Century Act (MAP 21), the Federal Highway Administration (FHWA) reduced federal aid available for bridge inspections. The State of Arizona also added new consultant procurement requirements to the self-certification process. The City will utilize ADOT's on-call consultants to perform all NBI inspections at no cost to the City. Non-NBI structures are not part of the federal guidelines and will be inspected outside this agreement.
