Summary
The Office of Head Start requires all grantees to establish a governance infrastructure consisting of three entities; management, a parent policy council, and a governing board. These entities serve as checks and balances to oversee the fiscal, legal and programmatic aspects of the Head Start program. To ensure grantees have a solid governance structure, a Governance and Leadership Capacity screening must be conducted within 60 days of starting a new five-year grant period. The Head Start Birth to Five Program began its new five-year grant period on July 1, 2024. The Governing Board must also confirm that the screening was conducted and an action plan was developed to address any areas needing quality improvement.
The Governance and Leadership Capacity screening focuses on the composition of Governing Board and Policy Council members, effective and ongoing training for all members, roles and responsibilities of the members, and the grantee's annual and monthly reporting to the governing bodies.
The screening was completed by the Education Deputy Director and two members of the Policy Council.
The results of the screening indicate the Head Start Birth to Five Program is in compliance in all areas, except for two monthly report items: child nutrition and child incidents, which are identified in the report (Attachment A).
Concurrence/Previous Council Action
The Head Start Birth to Five Policy Council is scheduled to discuss this item on September 9, 2024.
