Description

City of Phoenix Office of Homeland Security and Emergency Management seeks City Council authorization for the City Manager to apply, accept, and if awarded, enter into an agreement with the Identity Theft Resource Center for a cybercrime grant. In addition, the Office requests authorization for the City Treasurer to accept and the City Controller to disburse the funds.

Summary

If awarded the grant, the City of Phoenix, working with the FBI Cyber Task Force, will create tools for officers of various jurisdictions to investigate cyber crime in order to better assist victims of cyber crimes.  The tools would include pocket guides officers could use to determine the type of crime encountered and required steps for first responders at a crime scene.  According to the Bureau of Justice Statistics, an estimated 17.6 million persons, or 7% of all U.S. residents age 16 or older, were victims of identity theft in 2014.

 

Collaborations across the country have brought together entities that interact with identity theft victims to heighten public awareness, affect policy changes, improve communication and cooperation among coalition member agencies, increase responsiveness to victims, improve access to a wider range of services, and improve the amount and quality of service for victims. The success of these collaborations demonstrates the potential benefit of developing multi-disciplinary identity theft and cybercrime coalitions.

 

Identity theft and cybercrime often go hand in hand. According to one source, cybercrimes are any crimes that involve a computer and a network. Examples of cybercrimes include, but are not limited to, hacking, phishing, malware (ransomware), credit card fraud, fraudulent tax returns, social media account takeovers as well as identity theft.

If awarded, the anticipated program period is from Oct. 1, 2017 to Sept. 30, 2018.
