Salt River Project Construction and Service Agreements for 24th Street Water Treatment Plant Power Redundancy Project (Ordinance S-47264)
Description
Request to authorize the City Manager, or his designee, to enter into four agreements with Salt River Project (SRP) for the 24th Street Water Treatment Plant (WTP) Power Redundancy Project in an amount not to exceed $956,000. Further request authorization for the City Controller to disburse all funds related to this item. Further request the City Council to grant an exception pursuant to Phoenix City Code Section 42-20 to authorize inclusion in the documents pertaining to this transaction of indemnification and assumption of liability provisions that otherwise would be prohibited by Phoenix City Code Section 42-18.

Summary
To provide power redundancy, or back up power, at the 24th Street WTP in the event of a power failure, the City worked with SRP on several agreements during the design of the 24th Street WTP Power Redundancy Project. Below is a summary of the agreements with SRP.
The SRP Dedicated Feeders Agreement authorizes SRP to provide the 24th Street WTP dual dedicated power feeders which will be routed directly from the SRP substation at the southwest corner of the plant site to a new 15 kV Unified Electrical Building which includes a new service entrance station.
The SRP Equipment Removal Agreement authorizes SRP to provide design and construction services to remove six existing SRP service entrance stations at the 24th Street WTP and provide one new service entrance at the new 15 kV Unified Electrical Building. The SRP Material Ownership Transfer Agreement authorizes SRP to transfer ownership of existing SRP owned primary transformers to the City. The SRP Facilities Maintenance Agreement authorizes SRP to provide maintenance services to the City, on a time and materials basis as requested by the City for the existing SRP primary transformers and appurtenant equipment including their associated conductors. The City, at its discretion, can request SRP field maintenance staff to service the former SRP equipment, including repairing or replacing primary transformers.
Contract Term
The contract term is for four years starting on or about March 1, 2021.
Financial Impact
Funding in the amount of $956,000 is available in the Water Services Department's Capital Improvement Program budget.
