Description
Request to authorize the City Manager, or his designee, to enter into separate contracts with Access Watch of Florida, LLC; Rockwest Technology Group, Inc. dba Multicard; and Thermalprint, LLC to provide badging supplies for the Aviation, Fire, Municipal Court, Police, Public Transit, Public Works, and Water Services departments in an amount not to exceed $3,100,000 for the five-year aggregate contract terms. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
The contracts will provide badging supplies for City employees and contractors. Badging supply items include, but are not limited to, lanyards, badge holders, printing supplies (i.e. printer film, ribbons, cleaning kits), ID card stock, proximity cards and re-validation stickers. These items are essential for the security access of City employees and contractors. Badging supplies must be readily available to permit necessary access to secured work areas.
Procurement Information
Invitation for Bid (IFB) 20-001 was conducted in accordance with Administrative Regulation 3.10. Bids were requested for four Badging Supply Groups: Group 1 - Badging Accessories - Core Items; Group 2 - Badge Print Supplies; Group 3 - ID Cards; and Group 4 - Badge Revalidation Stickers.
Offers were received for IFB 20-001 as follows:
- Group 1 - Badging Accessories - Core Items: Nine Offers.
- Group 2 - Badge Print Supplies: Five Offers.
- Group 3 - ID Cards: Nine Offers.
- Group 4 - Badge Revalidation Stickers: Three Offers.
The offers were evaluated and the lowest responsive and responsible Offeror for each group are as follows:
- Group 1 - Badging Accessories - Core Items: Thermalprint, LLC.
- Group 2 - Badge Print Supplies: Access Watch of Florida, LLC.
- Group 3 - ID Cards: Access Watch of Florida, LLC.
- Group 4 - Badge Revalidation Stickers: Rockwest Technology Group, Inc. dba Multicard.
Contract Term
The contracts will begin on or about June 1, 2020 for an initial three-year term, with two one-year options to extend for five-year aggregate contract terms.
Financial Impact
The combined contract values will not exceed $3,100,000 for the five-year aggregate contract terms. Funds are available in the Aviation, Fire, Municipal Court, Police, Public Transit, Public Works, and Water Services departments' budgets.
