In-Building Radio Frequency Coverage Enhancement - Requirements Contract - IFB ITS 19-101 (Ordinance S-45825)

 

Description

Request to authorize the City Manager, or his designee, to enter into a contract with E.F. Charles, Inc.; Engineering Wireless Services, LLC; Patriot Technologies; and American Fire Equipment, Division of the Hiller Co., to provide services to enhance wireless radio frequency coverage for Citywide departments. Further request authorization for the City Controller to disburse all funds related to this item. The aggregate contract value will not exceed $1,000,000 (including applicable taxes), with an estimated average annual expenditure of $200,000.

Summary

This contract will provide services that allow for enhancements to radio coverage in existing buildings as well as new constructions and leased space. Services include, but are not limited to, installation of Distributed Antenna Systems or Bi-Directional Amplifiers. These radio frequency enhancement services help to improve emergency services by first responders as well as security staff within City-owned or leased buildings. The City has adopted the National Fire Code and is now responsible for determining if a structure meets public safety communication requirements and that it follows guidelines as outlined in the City of Phoenix Fire Code and National Fire Protection Association.

 

Procurement Information

IFB 19-101 In-Building Radio Frequency Coverage Enhancement was conducted in accordance with Administrative Regulation 3.10. Six offers were received by the Information Technology Services Department on April 26, 2019. The offers from E.F. Charles, Inc.; Engineering Wireless Services, LLC; Patriot Technologies; and American Fire Equipment, Division of the Hiller Co. are recommended as the lowest responsive and responsible offers. Multiple awards are recommended to meet the volume and variety of service needs outlined in the contract.

 

Contract Term

The five-year contract term shall begin on or about June 20, 2019 and ending on or about June 19, 2024.

 

Financial Impact

The aggregate value of the contracts will not exceed $1,000,000 (including applicable taxes), with an estimated, average annual expenditure of $200,00.00. Funds are available in Citywide departments' budgets.
