Description

Request the Economic Development and the Arts Subcommittee recommend City Council approval to issue a Request for Proposals (RFP) for the disposition and redevelopment of the approximately 10.2-acre City-owned property located at the southeast corner of 19th and Montebello avenues.

Summary

The City owns approximately 10.2 acres of land located at the southeast corner of 19th and Montebello avenues (Site), currently improved with a 794-space park-and-ride facility and transit center serving the 19th and Montebello avenues light rail station. The Site is owned by the City of Phoenix Public Transit Department and includes multiple parcels zoned Walkable Urban Code, Transect 5:6 District, Transit Solano Character Area (WU CODE T5:6 SL). In 2025, in anticipation of issuing a Request for Proposal (RFP), the Community and Economic Development Department (CEDD) processed a rezoning application requesting a change to the Walkable Urban Code to allow mixed-use, commercial, and residential uses consistent with the long-term vision for the area outlined in the Solano Transit-Oriented Development Policy Plan. The Site was developed as the initial end-of-line park-and-ride location and opened in 2008; however, subsequent light rail system extensions have moved the end-of-line further north and this park-and-ride is now underutilized. Some parking spaces may need to be maintained on Site, which will be determined by the Public Transit Department before the RFP is issued.

 

With approval, CEDD will issue an RFP seeking high-quality, transit-oriented, mixed-use redevelopment concepts. CEDD is assessing the feasibility for a portion of any proposed residential use to be affordable to households that qualify as Affordable (at or below 60 percent of Area Median Income) or the Workforce range (at or below 120 percent Area Median Income). CEDD is currently working with stakeholders to determine if an additional reservation of space for a City purpose may be needed and will include any identified needs in the desired project.

 

Proposers will be required to retain key transit functions, including park-and-ride spaces and the bus loop, as determined necessary by the Public Transit Department, and to have experience successfully completing at least one vertical development of at least three stories in the last seven years. Proposers will be required to comply with all applicable Federal Transit Administration (FTA) regulations regarding the disposition or use of the site.

 

The RFP will seek proposals that:

 

  • Provide mixed-use commercial and residential redevelopment supporting transit-oriented land use.
  • Capitalize on the Site's strategic location adjacent to the 19th and Montebello avenues light rail station.
  • Support the long-term vision established in the Solano Transit-Oriented Development Policy Plan.
  • Incorporate pedestrian-oriented design, public access, and Site activation consistent with the Walkable Urban Code.

 

Procurement Information

Responsive proposals will be evaluated by a panel including City staff and community representatives. The evaluation criteria will be:

 

  • Concept to Redevelop the Site (0-375 points)
  • Return to the City (0-350 points)
  • Proposer's Qualifications and Experience (0-275 points)

 

Following negotiations with the recommended proposer, staff will present business terms to the Subcommittee for review and recommendation, and subsequently to the full City Council for approval. Due to the use of federal funds disbursed by the FTA for the original property acquisition, all resulting Agreements are subject to the review and approval of the FTA.

 

Financial Impact

This action will have no financial impact to the General Fund. Any revenues gained resulting from this RFP will be directed to the City's Public Transit fund for transit uses per FTA guidelines.

 

Public Outreach

Public outreach regarding proposed redevelopment was conducted through the rezoning process. Additional public outreach will be completed prior to releasing the RFP.
