Description

Request to authorize the City Manager, or his designee, to access the State of Arizona Cooperative Contract and enter into a contract with Pragmatica, LLC to acquire specialized software development and support/maintenance services for the Police Department. Further request authorization for the City Controller to disburse all funds related to this item. The aggregate contract value will not exceed $70,000.

Summary

The Police Department Information Technology Bureau has specialized applications and interfaces that work with other law enforcement organizations, such as Maricopa County and the Arizona Department of Public Safety.  The contract will provide consulting, coding, programming and support of interfaces such as CommSys, the Maricopa County Pre-Booking Portal, the Arizona Disposition Reporting System, eWarrant, and IBM Message Queueing software, which supports the Intergraph Records Management System (RMS).

 

This item has been reviewed and approved by the Information Technology Services Department.

 

Procurement Information

In accordance with Administrative Regulation 3.10, a participating agreement is required when the City uses a cooperative agreement from another public agency. The contract was awarded through a process consistent with the City's procurement processes, as set forth in Phoenix City Code chapter 43. Cooperative agreements allow the City to benefit from local government pricing and volume discounts. The State of Arizona contract was awarded April 27, 2016 and also received authority to enter into a contract in excess of five years due to the critical nature of the services, as many law enforcement organizations in Arizona rely on the services to share and track vital information.

 

Contract Term

The contract term shall begin on or about Dec. 5, 2018, and will end on April 27, 2027, which reflects the State of Arizona's contract term.

 

Financial Impact

The aggregate contract value will not exceed $70,000. Funds are available in the Police Department's budget.
