Description
Request to authorize the City Manager, or his designee, to enter into separate contracts with Adobe Energy MGMT CO, Andy's Plumbing INC, Main Street Mechanical LLC, Service Pros Plumbing Heating & CO, Capstone Roofing LLC, Swabs AZ, Boyjin Development LLC, and Performance Electric for the emergency and non-emergency services of plumbing, heating, ventilation, air conditioning (HVAC), roof repairs and electrical for the Neighborhood Services Department. Further request authorization for the City Controller to disburse all funds related to this item. The five-year aggregate value of the contract will not exceed $5.5 million and is funded by federal and private agencies and organizations; there will be no impact to the General Fund.

Summary
The Maintenance, Repair, Replacement and Alteration (MRRA) contracts will continue to provide services for different trades to eligible low-income families and individuals who own their homes and qualify for home repair projects on emergency and non-emergency services. The Neighborhood Services Department, Revitalization Division, will use these contracts to quickly assess health and safety issues affecting the immediate livability of the homes.
Procurement Information
Invitation for Bid IFB 19-001, Maintenance, Repair, Replacement and Alteration (MRRA) of Residential Services, was conducted in accordance with Administrative Regulation 3.10. The solicitation was emailed to 908 registered vendors and was publicly posted and available for download on the City's website. Twenty-one offers were received by the Procurement Division on Sept. 7, 2018 and nine were deemed non-responsive for failing to include all costs in the bid submittal, as required in the solicitation. The price was determined to be fair and reasonable based on a comparison with previous department purchases.
The Deputy Finance Director recommends the offers from Adobe Energy MGMT CO, Andy's Plumbing INC, Main Street Mechanical LLC, Service Pros Plumbing Heating & CO, Capstone Roofing LLC, Swabs AZ, Boyjin Development LLC, and Performance Electric be accepted as a responsive and responsible offers.
Contract Term
The five-year contract will expire on Dec. 31, 2023.
Financial Impact
The expenditures against this contract shall not exceed the aggregate amount of $5.5 million. MRRA services are funded by federal and private agencies and organizations; there will be no impact to the General Fund.
