Artist Design Contract Amendment for Terminal Three Modernization North Concourse Bridge (Ordinance S-43417)
Description
Request authorization for the City Manager, or his designee, to enter into a contract amendment with artist James Carpenter Design Associates, Inc., or its City-approved designee, for an amount not to exceed $50,000 to develop prototype sections for a major artwork to be integrated into the North Concourse Bridge as part of the Phoenix Sky Harbor International Airport Terminal 3 Modernization Public Art Project. Developing prototype sections during design will help identify material and cost efficiencies for the construction phase of this project. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
The Fiscal Year 2016-21 Public Art Project Plan includes a commission for James Carpenter to create a project that enhances the North Concourse Bridge as part of the Phoenix Sky Harbor International Airport Terminal 3 modernization. Mr. Carpenter was recommended through a competitive process in February 2015 to create a concept for a major work of public art as part of Terminal 3 modernization. City Council approved Design Contract 143598 with James Carpenter Design Associates, Inc., on May 4, 2016. Since then, Mr. Carpenter has worked closely with the Terminal 3 Modernization Project team to design a sculptural installation that will span the 194-foot passenger bridge linking the Terminal and its North Concourse. The artwork, to be built with specialized aluminum components and forms, would harness the southwest light to create reflected views of the landscape for travelers using the bridge. The proposed prototype covered by this contract amendment will enable Mr. Carpenter's team to identify material and cost efficiencies for building and installing the project.
Financial Impact
The Sky Harbor Terminal 3 Modernization North Concourse Bridge Public Art Project is one of 51 projects in the Fiscal Year 2016-21 Public Art Project Plan approved by City Council on June 1, 2016. The Art Plan includes $2,000,000 for this project. The proposed $50,000 amendment would increase the current design contract from $230,000 to $280,000. The contract would include all costs related to the artist's design of the artwork and fabrication of the prototype sections. The remaining $1,720,000 will be used for construction and project administration. Funds for project construction will be requested when the design phase is complete. Funding is available in the Aviation Department's Capital Improvement Program percent for art budget.
Concurrence/Previous Council Action
The Phoenix Arts and Culture Commission reviewed this item at its March 21, 2017 meeting and recommended it for approval. The Parks, Arts, Education and Equality Subcommittee recommended approval of this item at its March 22, 2017 meeting by a vote of 4-0.
