Description
Request to authorize the City Manager, or his designee, to enter into an agreement with the Arizona Coliseum and Exposition Center for the Phoenix Police Department (PPD) and Neighborhood Services Department (NSD) to provide traffic and vending enforcement for the 2026 Arizona State Fair. Further request authorization for the City Treasurer to accept, and the City Controller to disburse, all funds related to this item.
Further request City Council grant an exception pursuant to Phoenix City Code 42-20 to authorize inclusion of indemnification and assumption of liability provisions in the documents pertaining to this transaction that otherwise would be prohibited by Phoenix City Code 42-18.
The Arizona Coliseum and Exposition Center will reimburse the City $57,828.30 for these services.

Summary
Since 1987, PPD and NSD have partnered with the Arizona Coliseum and Exposition Center to provide traffic enforcement and vending enforcement for the annual State Fair. Police services for the 2026 State Fair will consist of four Police Assistants to assist with vehicle tows, traffic accidents, and other non-enforcement issues related to the State Fair. Neighborhood Services will provide proactive parking enforcement on private property in the areas around the fairgrounds for residential and commercial properties and proactive vending enforcement.
Contract Term
Police and Code Enforcement services will begin on October 1, 2026, and conclude on November 1, 2026.
Financial Impact
The amount to be reimbursed is $38,639.40 for Police services and $19,188.90 for Code Enforcement services. The remaining expenditures will be covered by the Department's budgets.
