Construction Contract Awards During City Council Summer Recess (Ordinance S-43792)

 

Description

Request to authorize the City Manager, or his designee, to award four contracts in support of critical construction projects during the City Council summer recess. Further request authorization for the City Controller to disburse all funds related to these items.

 

Additionally, request to authorize the City Manager, or his designee, to take all action deemed necessary or appropriate to execute all utilities-related design and construction agreements, licenses, permits, and requests for utility services relating to the development, design, and construction of the project and to include disbursement of funds. Such utility services include, but are not limited to: electrical, water, sewer, natural gas, telecommunications, cable television, railroads, and other modes of transportation. This authorization excludes any transaction involving an interest in real property.

Summary

The Street Transportation Department has identified the following projects as urgent and critical and in need of contract services for projects that have extremely tight schedules. Contract procurements in support of these projects are scheduled to complete selection or bid in late June or early July 2017, which will not allow contract awards to occur prior to Council's summer recess. The projects, contract services, and corresponding contract services cost estimates are as follows:

 

Item 1: Street Transportation Department Right-of-Way Fractured Aggregate Surface Treatment (FAST) Program, 2-Step Job Order Contract - 4108JOC145. Award of two five-year term contracts with contract capacities in an amount not to exceed $7.5 million for each contract, or a total of $15 million contract capacity for both contracts.

 

Item 2: Street Transportation Department Citywide ADA Curb Ramp Retrofit, 2-Step Job Order Contract - 4108JOC159. Award of two five-year term contracts with contract capacities in an amount not to exceed $10 million for each contract, or a total of $20 million contract capacity for both contracts.

 

Item 3: Street Transportation Department Traffic Signal Foundations and Conduit Installation, 2-Step Job Order Contract - 4108JOC160. Award of two five-year term contracts with contract capacities in an amount not to exceed $3 million for each contract, or a total of $6 million contract capacity for both contracts.

 

Item 4: Street Transportation Department Speed Hump/Cushion Program, 2-Step Job Order Contract - 4108JOC162. Award of three five-year term contracts with contract capacities in an amount not to exceed $2 million for each contract, or a total of $6 million contract capacity for the three contracts.

 

Procurement Information

The City Engineer and Street Transportation Department recommend the award of contracts by the City Manager during the summer recess to the firms who provide the best value to the City based on scoring criteria that evaluates the technical and price proposals submitted by the firms in response to the City's requests for proposals to provide 2-Step job order contract services for the four items/projects listed above.

 

Financial Impact

Operating and Capital Improvement Program funding may be utilized. Authorization is requested to execute job order agreements performed under these contracts for up to $2 Million each in construction costs. In no event will any job order agreement exceed this amount without Council approval to increase the limit. The Budget and Research Department will review and approve funding availability prior to issuance of any job order agreement. Contract payments may be made up to contract limits for all rendered contract services, which may extend past the contract termination.

Item 1: A Small Business Enterprise goal of eight percent has been established for these contracts.

Item 2: A Small Business Enterprise goal of four percent has been established for these contracts.

Item 3: A Small Business Enterprise goal of eight percent has been established for these contracts.
