Description

Request to authorize the City Manager, or his designee, to enter into a contract with Desert Cutting Tools, Inc. (Vendor 3012763), for services associated with miscellaneous blade and chain maintenance for the Fire Department, for up to five years, in an amount not to exceed $250,000.  Further request authorization for the City Controller to disburse all funds related to this item.

Summary

Under the contract, Desert Cutting Tools, Inc. will provide services, as necessary, for re-sharpening, repair, and replacement of saw blades and chains for the Phoenix Fire Department.  These services are vital to the objectives and tasks needed to perform specific safety duties on fire scenes and fire training.  The saw blades are used to ventilate houses to remove smoke and trapped gases, and to gain entry into secured occupancies to allow for search and rescue of trapped victims.  These services are necessary to the safety and welfare of the Fire Department and the public.

 

Procurement Information

Invitation for Bids (IFB) 17-107 was conducted in accordance with Administrative Regulation 3.10.  One offer was received by the Procurement Division on Feb. 17, 2017.  The offer was evaluated based on price, responsiveness to specifications, and responsibility to provide the required services.  The price was determined to be fair and reasonable based on a review of previous purchases of similar services.

 

The Deputy Finance Director recommends that the offer from Desert Cutting Tools, Inc. be accepted as the lowest-priced, responsive and responsible offer.

 

Contract Term

The term of the contract is five years, which will begin on or about May 1, 2017, and end on April 30, 2022.

 

Financial Impact

The aggregate contract value will not exceed $250,000.00 over the life of the contract, with an estimated annual expenditure of $50,000.  Funds are available in the Fire Department's budget.
