Description

Request to authorize the City Manager, or his designee, to execute an amendment to Agreement 142098 with Stanley Consultants, Inc. (Stanley) to provide additional engineering services that include Construction Administration and Inspection (CA&I) services for the West Anthem Lift Station Force Main and Gravity Sewer Improvements Phase I project. Further request to authorize execution of amendments to the agreement as necessary within the Council-approved expenditure authority as provided below, and for the City Controller to disburse all funds related to this item. The additional fee for services included in this amendment will not exceed $1,228,487.

Summary

Stanley will provide CA&I services for a new lift station located west of I-17 near Sheriffs Pistol Range Road, with an initial capacity of 0.5 million gallons per day (MGD) and a maximum capacity of 4.3 MGD, and include approximately 5,000 feet of 8-inch and 18-inch force sewer mains along Pioneer Road, and approximately 9,700 feet of 18-inch and 21-inch of gravity sewer mains along Gavilan Peak Parkway and North Valley Parkway to Carefree Highway.

 

This amendment is necessary because design services on this project are complete. Stanley's CA&I services include, but are not limited to: project administration during construction; survey; on-site inspection and review of the contractor's work; and system training.

 

Contract Term

The term of the agreement amendment is for two years from issuance of the Notice to Proceed. Work scope identified and incorporated into the agreement prior to the end of the term may be agreed to by the parties and work may extend past the termination of the agreement.  No additional changes may be executed after the end of the term.

 

Financial Impact

  • The initial agreement for Design Services was executed for a fee not-to-exceed $1,269,605.27, including all subconsultant and reimbursable costs.
  • Amendment 1 will increase the agreement by an additional $1,228,487, for a new total not-to-exceed agreement value of $2,498,092.27, including all subconsultant and reimbursable costs.

 

Funding for this amendment is available in the Water Services Department's Capital Improvement Program budget. The Budget and Research Department will separately review and approve funding availability prior to execution of any amendments. Payments may be made up to agreement limits for all rendered agreement services, which may extend past the agreement termination.

 

Concurrence/Previous Council Action

The City Council approved the Design Services Agreement 142098 (Ordinance S-42295) on Feb. 3, 2016.
