Contract for Plumbing Fixtures Using HUD Funds (Ordinance S-46028)

 

Description

Request to authorize the City Manager, or his designee, to enter into a contract with Wolverine Brass to provide plumbing replacement parts and fixtures on an as-needed basis at various Housing Department locations. Further request authorization for the City Controller to disburse and the City Treasurer to accept all funds related to this item. The aggregate contract value will not exceed $80,000. There is no impact to the General Fund.

Summary

The Housing Department needs "like-for-like" kitchen and bathroom plumbing parts and fixtures for repairs and replacements at various Housing locations on an as-needed basis. The objective is to establish a contract for providing a timely and cost-effective means of procuring the needed parts and fixtures necessary to meet the needs of the Housing Department. Approximately 60 percent of the existing plumbing fixtures at Housing Department sites are Wolverine Brass brand. Without this contract, the Housing Department would have to replace complete plumbing fixtures rather than have staff repair existing fixtures.

 

In accordance with Administrative Regulation 3.10, normal competition was waived as result of a determination memo citing the ability to repair with a individual part instead of replacing the plumbing fixture or faucet at a higher cost.

 

Contract Term

The five-year contract will begin on or about Sept. 20, 2019 and end on Sept. 19, 2024, with no options to extend.

 

Financial Impact

The aggregate contract value will not exceed $80,000 including applicable taxes. This contract is funded with U.S. Department of Housing and Urban Development (HUD) funds. There is no impact to the General Fund.
