Description
Request to authorize the City Manager, or his designee, to enter into contracts with Intoximeters, Inc. and Lifeloc Technologies, Inc. to provide Alco-Sensor evidential breath testing device (Breathalyzer) equipment, parts, and supplies for the Police Department. Further request to authorize the City Controller to disburse all funds related to this item. The combined value of both contracts will not exceed $110,000.

Summary
The contracts will provide Alco-Sensor evidential breath testing device (Breathalyzer) equipment, parts, and supplies that are used to produce precise, accurate, and repeatable results on direct sample testing. The Breathalyzer equipment has been used by the Police Department for several years and has proven to be effective.
Procurement Information
An Invitation for Bid was processed in accordance with City of Phoenix Administrative Regulation 3.10.
Two vendors submitted bids deemed to be responsive to posted specifications and responsible to provide the required goods and services. Following an evaluation based on price, the procurement officer recommends award to the following vendors:

Contract Term
The contracts will begin on or about November 1, 2026, for a five-year term with no options to extend.
Financial Impact
The combined value of both contracts will not exceed $110,000. Funding is available in the Police Department's operating budget.
