Description
The purpose of this report is to request the Land Use and Livability Subcommittee, which serves as the Head Start Birth to Five Governing Board, approve the request of the Head Start Birth to Five program to apply for a Non-Federal Share Waiver from the Office of Head Start.

Summary
The Head Start Birth to Five program receives funding through the U.S. Department of Health and Human Services, Administration of Children, Youth and Families for the following programs:
Early Head Start (EHS) Child Care Partnerships serving children ages birth to three;
Head Start Preschool serving children ages three to five; and
EHS Home-Based program serving children ages birth to three.
The grants for these programs require a non-federal share match of 25 percent. The Head Start Birth to Five program is requesting a waiver for a portion of the non-federal share match for Fiscal Year 2019-2020.
The total non-federal share match for Fiscal Year 2019-2020 is $9,335,777.75 of which the Head Start Birth to Five program was able to match $7,719,656.66 for a shortfall of $1,616,121.09. The Head Start Birth to Five program has worked diligently to meet the obligation of the 25 percent non-federal share match, but due to the unforeseen coronavirus pandemic, is requesting a waiver for Fiscal Year 2019-2020. The Office of Head Start has granted the Head Start Birth to Five program waivers in past years when requested.
Contract Term
The remaining term of the contracts are July 1, 2020, to June 30, 2024. This request does not change the term of the contracts.
Financial Impact
Funding for the EHS Child Care Partnerships and Head Start Birth to Five program is available through the U.S. Department of Health and Human Services, Administration of Children, Youth and Families. No additional General Funds will be used.
