Description

Request to authorize the City Manager or his designee to enter into a contract with Arizona State Fire Training Committee, Inc. dba Arizona Center for Fire Service Excellence to provide Firefighter 1 & 2 testing and certification for the Fire Department. Further request to authorize the City Controller to disburse all funds related to this item. The total value of the contract will not exceed $120,000.

Summary

This contract will provide Arizona State Firefighter 1 & 2 testing and certification for Firefighters completing the Phoenix Fire Regional Training Academy. The National Fire Protection Association sets the training standards for Firefighter 1 & 2 certifications, which measure basic and advanced firefighting skills. The International Fire Service Accreditation Congress (IFSAC) is an international accrediting body that oversees firefighter certification programs and fire-related college degrees ensuring they meet uniform quality standards. Accreditation requires a self-study and on-site peer review.

 

Procurement Information

In accordance with Administrative Regulation 3.10, standard competition was waived as a result of an approved Determination Memo based on the following reason: Special Circumstances Without Competition. In Arizona, the Arizona Center for Fire Service Excellence is the sole IFSAC-accredited agency authorized to issue Firefighter 1 & 2 certifications.

 

Contract Term

The contract will begin on or about September 1, 2026, for a five-year term with no options to extend.

 

Financial Impact

The aggregate contract value will not exceed $120,000 for the five-year aggregate term. Funding is available in the Fire Department's budget.
