Description

Request to authorize the City Manager, or his designee, to execute an amendment to Agreement 146519 with Trace Consulting, LLC, to provide Construction Administration and Inspection (CA&I) Services for the Phoenix Deer Valley Airport Taxiway D project. Further request to authorize execution of amendments to the agreement as necessary within the Council-approved expenditure authority as provided below, and for the City Controller to disburse all funds related to this item. The additional fee for services included in this amendment will not exceed $330,000.

Summary

The purpose of this project is to design a new Taxiway D to be located south of Taxiway C, from the currently scoped section up to D11 connector to the newly constructed East Run-up Area. The hold bars south of Runway 7R/25L are currently located 150 feet south of the runway centerline. The design standard is 250 feet. The standard cannot be met with the current taxiway configuration without impacting traffic on Taxiway C. The addition of Taxiway D, as recommended in the DVT Master Plan Update, solves this problem.

 

This amendment is necessary because design services on this project are complete. The original contract was executed for Engineering Services that included Design Services with the option to include CA&I services that would be added for construction. This amendment aligns with Federal Aviation Administration (FAA) grant funding availability in Fiscal Year 2019-20. Staff anticipates reimbursement from a FAA Grant. This amendment will provide additional funds and time to the agreement.

 

Trace Consulting LLC’s CA&I services include, but are not limited to: project administration, construction meetings, inspection and review of contractor’s work; certifying contractor progress payments; preparing FAA reports and a Construction Management Plan; providing post-construction services; and other related CA&I services as required.

 

Contract Term

The term of the agreement for this amendment is two years from the issuance of the Notice to Proceed. Work scope identified and incorporated into the agreement prior to the end of the term may be agreed to by the parties, and work may extend past the termination of the agreement. No additional changes may be executed after the end of the term.

 

Financial Impact

  • The initial agreement for Engineering Design Services was executed for a fee not-to-exceed $732,191, including all subconsultant and reimbursable costs.
  • Amendment 1 increased the agreement by an additional $77,171, for a total not-to-exceed agreement value of $809,362, including all subconsultant and reimbursable costs.
  • Amendment 2 will increase the agreement by an additional $630,638 (see note below), for a new total not-to-exceed agreement value of $1,440,000 including all subconsultant and reimbursable costs.

 

City Council previously approved an expenditure not to exceed $1,110,000 for Agreement 146519 for specified design services. The unused balance remaining after Amendment 1 is $300,638. This balance will be used to partially fund Amendment 2. The remaining funding of $330,000 for this amendment is available in the Aviation Department's Capital Improvement Program budget. The Budget and Research Department will separately review and approve funding availability prior to the execution of any amendments. Payments may be made up to agreement limits for all rendered agreement services, which may extend past the agreement termination.
