Technology Agreement for the Regional Wireless Cooperative Network Contract - EXC 23-122 - Amendment (Ordinance S-52986) - Citywide

 

Description

Request to authorize the City Manager, or his designee, to amend Contract 160343 with Motorola Solutions, Inc. to extend the term and allow additional expenditures for the purchase of equipment and services needed to support various Regional Wireless Cooperative (RWC) radio communication system projects, including Dynamic System Resilience, Migration Assurance Program and other critical network upgrade, maintenance and support services. The additional expenditures will not exceed $130,000,000. Further request to authorize the City Controller to disburse funds related to this item.

Summary

The RWC radio system consists of an APCO Project 25-standards-based system. The 21 RWC Members' public safety personnel rely on it to respond to calls for service and critical incidents in a coordinated, safe and timely manner. This critical radio communication system requires regular, consistent maintenance, enhancements and upgrades, and the Board of Director's approved projects are necessary to keep the system operating at its highest potential.

 

The Dynamic System Resilience (DSR) project will ensure the network is fully redundant and will address the most significant network vulnerability, which only now been made possible through the Ethernet Upgrade Project. The Migration Assurance Program (MAP) will update the back-end infrastructure of the communications network, which has been in production for almost three decades and are soon to be end-of-life and no longer supported. The new generation of equipment will ensure the network will continue to function and be supported far into the future. Additionally, two important agreements, the System Upgrade Agreement (SUA) and Service Agreement (SA), will both expire in 2028 and will need to be updated to provide the necessary support and upgrades ensuring the network's operations are reliable and up to date.

 

The system architecture, network equipment and software are proprietary to Motorola Solutions, Inc. Maintenance and upgrade projects (including DSR and MAP) and related services under both the SUA and SA are performed by Motorola as the sole contractor because they are the designer, manufacturer and maintainer of the system.

 

This item has been reviewed and approved by the Information Technology Services Department.

 

Contract Term

Upon approval, the contract term will be extended and expire on June 30, 2036, with no options to extend.

 

Financial Impact

Upon approval of $130,000,000 in additional funds, the revised aggregate value of the contract will not exceed $130,891,624. Funds will be allocated through the Regional Wireless Cooperative annual budget.
