Request to authorize the City Manager, or his designee, to amend Contract 140701 with Principal Global Investors, LLC., doing business as Morley Capital Management, by extending the term of the contract for one year to provide continued Phoenix Stable Income Fund (Fund) Investment Management Services for the City's 457(b) Deferred Compensation and 401(a) Defined Contribution Plan. No disbursement of funds from the City Controller is required for this contract. The administrative costs are paid from plan assets.

Summary
The City entered into a contract with Morley Capital Management on May 21, 2015, to provide investment management services for the Fund which is approximately $410 million. The fifth year of the contract will expire May 20, 2020. Morley Capital Management recently diversified the Fund by adding two stable value wrap providers and finalized those contracts. Stable value wrap contracts are complex and require extensive knowledge of all variables involved. A one-year extension is requested to allow Morley Capital Management to ensure the success of the Fund. A new procurement process will be conducted before the new expiration date.

In accordance with Administrative Regulation 3.10, a Determination Memo citing a need to extend the current contract beyond maximum option years was approved on Jan. 30, 2020.
Contract Term
The original contract term was for a three-year period, beginning on May 21, 2015, with two, one-year extension options exercised by the City. Approval of this request would extend the contract until May 20, 2021.
Financial Impact
No General Funds are used for this contract. The administrative costs are paid from plan assets.

The initial contract was approved by City Council on Nov. 19, 2014.
