Contract Recommendation for Hydraulic Systems Training (Ordinance S-45939)

 

Description

Request to authorize the City Manager, or his designee, to enter into a contract with National Fluid Power Institute (NFPI) to conduct hydraulic training classes for service technicians. The aggregate contract value shall not exceed $150,000 over the life of the agreement. Further request authorization for the City Controller to disburse all funds related to this item.

Summary

Public Works Department service technicians repair and maintain the hydraulic systems on more than 3,390 different vehicles and equipment within the City's fleet, including refuse trucks, emergency response vehicles, and other equipment that is essential to provide services to City residents. Ongoing training on vehicle and equipment hydraulic systems is necessary to properly diagnose and repair hydraulic issues on a variety of equipment components, including pumps, motors, valves, and controls. This hands-on training will allow service technicians to obtain specialized training with hydraulic systems, component operations, and troubleshooting techniques. This training is critical to keep technicians knowledgeable and current on best industry standards for hydraulic system advancements, diagnosing and troubleshooting vehicle and equipment issues, and help reduce costs by performing repairs in-house.

 

Procurement Information

In accordance with Administrative Regulation 3.10, normal competition was waived as the result of a determination memo for special circumstances citing that NFPI is the only company that offers this type of hydraulic training on-site at City of Phoenix facilities. This on-site training eliminates travel costs and time away needed for technicians to attend training, and increases the number of technicians who can attend the on-site training.

 

Contract Term

This contract will begin on or about Oct. 15, 2019, for an initial one-year contract term, with four option years in increments of up to one year, for a total contract option term of five years.

 

Financial Impact

This contract will have an estimated annual expenditure of $30,000, with an aggregate value not to exceed $150,000. Funds are available in the Public Works Department's budget.
