Dead Animal Collection Services - Requirements Contract (Ordinance S-45941)

 

Description

Request to authorize the City Manager, or his designee, to enter into a contract with Pet and Animal Lovers Service Inc. (PALS Inc.) for Dead Animal Collection services. Authorization also is requested for the City Controller to disburse funds for the life of this contract, in an amount not to exceed $900,000 beginning on or about Oct. 1, 2019.

Summary

This contract will allow collection services of deceased domestic, wildlife and farm animals that are reported to the designated City hotline. Service areas of the City will include but not be limited to City streets, alleys, easements, small ditches, vacant lots, rights of way and fields. The contract will transport the deceased animals to designated transfer stations.

 

Procurement Information

Invitation for Bid (IFB) 20-SW-010 was conducted in accordance with Administrative Regulation 3.10. Two offers were received by the Procurement Division on May 22, 2019. The offers were evaluated based on price, responsiveness to all specifications, terms and conditions, and responsibility to provide the required services. Both offers were deemed responsive and responsible, with PALS Inc. being recommended for award as the lowest bidder.

National Environmental Solutions: $15,475

 

Contract Term

The initial one-year contract term shall begin on or about Oct. 1, 2019. Provisions of the contract include an option to extend the contract up to four additional years, in increments of up to one year, which will be exercised if considered in the City's best interest to do so.

 

Financial Impact

The aggregate estimated contract value for all option years shall not exceed $900,000, with an estimated annual expenditure of $180,000. Funds are available in the Public Works Department's budget.
