Request to authorize the City Manager, or his designee, to allow additional expenditures under Contract 157889 with OH Partners, LLC for the purchase of media and marketing buying services for the Communications Office and the Water Services Department. Further request to authorize the City Controller to disburse all funds related to this item. The additional expenditures will not exceed $2,368,000.

Summary
This contract provides media planning and buying, advertising placement, campaign strategy, creative support, performance monitoring, and related marketing services in support of City of Phoenix communication priorities. The City utilizes a cooperative purchasing agreement with OH Partners, LLC based on the State of Arizona's Contract CTRO56864.
The Water Services Department uses the contract to inform residents about water services, conservation and drought preparedness, storm-water awareness, customer programs, infrastructure investments, and other essential public information priorities. This need will intensify during Fiscal Year 2026-27 as several high-profile and technically complex water issues move forward at the same time. The Communications Office uses the contract to support integrated campaigns for multiple City departments.
Contract Term
The contract term remains unchanged, ending on August 31, 2027.
Financial Impact
Upon approval of $2,368,000 in additional funds, the revised aggregate value of the contract will not exceed $6,868,000. Funds are available in the Communications Office and Water Services Department's budgets.
