Description

Request to authorize the City Manager, or his designee, to access State of Arizona Cooperative Contract ADSPO17-00006933 and enter into a contract with Guidesoft, Inc., doing business as Knowledge Services, to provide Information Technology (IT) professional services for citywide projects in an amount not to exceed $1,100,000. Further request authorization for the City Controller to disburse all funds related to this item.

Summary

This contract will provide IT professional services through a managed services provider (MSP) for technology projects and initiatives. IT professional services include project management, sourcing, assignment and management, system implementation, data conversion and hardware and software configuration. Additionally, this contract will enable the City to obtain MSP IT staff to assist with ongoing work assignments allowing City staff to focus on strategic initiatives when necessary.

 

On June 7, 2017, the City Council approved adopting the State agreement with Guidesoft for a five-year contract for IT MSP services. Since that time the State has awarded a new contract for these services. This request is to adopt the new State contract with Guidesoft for IT MSP services.

 

This item has been reviewed and approved by the Information Technology Services Department.

 

Procurement Information

In accordance with Administrative Regulation 3.10, a participating agreement is required when the City uses a cooperative agreement from another public agency. The contract was awarded through a competitive process consistent with the City's procurement processes, as set forth in the Phoenix City Code, chapter 43. Utilization of cooperative agreements allows the City to benefit from national government pricing and volume discounts. The State of Arizona contract covers MSP IT professional services and was awarded on July 5, 2017.

 

Contract Term

The five-year term shall begin on or about Sept. 6, 2018.

 

Financial Impact

The aggregate contract value shall not exceed $1,100,000 (including applicable taxes) with an estimated annual expenditure of $220,000. Funds are available in all City of Phoenix Departments' budgets.
