Emergency Response Services and Disaster Recovery - COOP-26-0084 - Request for Award (Ordinance S-53021) - Citywide

 

Description

Request to authorize the City Manager, or his designee, to enter into contracts with Tidal Basin Government Consulting, LLC; LongView International Technology Solutions, Inc.; IEM International, Inc.; and Garner Environmental Services, Inc. to provide emergency response services and disaster recovery for citywide use. Further request an exception to the indemnity and assumption of liability provisions of Phoenix City Code 42-18. There is no immediate financial impact. The Fire Department will request required specific funding authorization as emergency response and disaster recovery services are needed.

Summary

These contracts provide the City of Phoenix with additional emergency management resources that enhance the City's existing capabilities to prepare for, respond to, mitigate against and recover from disasters, declared emergencies and other critical incidents. By securing pre-qualified vendors and specialized services in advance, the City strengthens its surge capacity and ensures that critical operations, logistics and recovery functions can be sustained without interruption when demand exceeds internal resources.

 

In accordance with Phoenix City Code, Chapter 11, Federal Acquisition Regulation (FAR) Part 18, for Emergency Acquisitions, and the Robert T. Stafford Disaster Relief and Emergency Assistance Act, these contracts establish the mechanisms needed to rapidly procure services, equipment and commodities that protect residents, support coordinated emergency management efforts and maintain continuity of government operations.

 

Procurement Information

In accordance with Administrative Regulation 3.10, standard competition was waived as a result of an approved Determination Memo based on the following reason: Special Circumstances Alternative Competition. The State of Arizona's Emergency Response Services and Disaster Recovery contracts were awarded through a competitive process consistent with the City's procurement processes outlined in Phoenix City Code, Chapter 43. Utilization of cooperative contracts allows the City to benefit from national government pricing and volume discounts.

 

Contract Term

The contracts will begin on or about July 1, 2026, for an initial one-year term with authorization to include four one-year options to extend the aggregate term up to five years.

 

Financial Impact

There is no immediate financial impact. The Fire Department will request specific funding authorization as emergency response and disaster recovery services are needed.
