Summary
The City of Phoenix provides affordable housing and housing-related support through a variety of programs and initiatives led by several City departments. Acknowledging that affordable, accessible and decent housing is of critical importance to a community’s health and viability, the Phoenix City Council approved the Housing Phoenix Plan on June 16, 2020, with a vision to create a stronger and more vibrant Phoenix through increased housing options for residents at all income levels and family sizes. To achieve this vision, the Plan set out a goal of creating or preserving 50,000 units by 2030 through the implementation of the nine policy initiatives outlined below.

Amend Current Zoning Ordinance to Facilitate More Housing Options
Redevelop City-Owned Land with Mixed-Income Housing
Enhance Public-Private Partnerships and Increase Public, Private and Philanthropic Financing
Building Innovations and Cost Saving Practices
Increase Affordable Housing Developer Representation
Expand Efforts to Preserve Existing Housing Stock
Support Affordable Housing Legislation
Education Campaign
As of September 30, 2024, over 48,391 units have been created or preserved toward the Plan's 50,000-unit goal. The latest Housing Phoenix Plan quarterly report is included as Attachment A.
Recognizing that Phoenix continues to grow at a rapid pace, the Housing Department partnered with a consultant to prepare a Housing Needs Assessment. The assessment provides an analysis of Phoenix’s current housing landscape, highlighting key trends and future needs. The results of this analysis provide additional insight into the City’s housing challenges and opportunities and will be utilized to ensure development of effective housing strategies.
Staff will present an overview of existing affordable housing programs, recent Housing Phoenix Plan initiative updates and an overview of the findings from the Housing Needs Assessment.
