Summary
At the October 14, 2020 Public Safety and Justice subcommittee meeting, the committee requested an overview of the current law regarding street racing in Arizona, and the City of Phoenix City Code options to address street racing and street corner takeovers.
Background
A task force was established in November 2019 to address street racing in Phoenix and the surrounding areas. Arizona Revised Statutes (A.R.S.) 27-708 prohibits racing on Arizona streets or highways. The penalty for violations are the possibility of a suspended driver's license, and a class 1 misdemeanor and possible fines for first offenses. Proposed legislation to address racing has not been successful in past legislative sessions. The City can consider amending the City Code to add infractions for racing on Phoenix city streets, fines, and citations for participants and observers of racing and city street corner takeovers (block an intersection for vehicle stunts).
