Description

Request to authorize the City Manager, or his designee, to enter into an agreement with HDR Engineering, Inc., to provide engineering services that include assessment, inspection, project management, and support services for the Citywide Non-NBI (National Bridge Inventory) Bridge Asset Management and Inspection Program for 2018-19. Further request to authorize execution of amendments to the agreement as necessary within the Council-approved expenditure authority as provided below, and for the City Controller to disburse all funds related to this item. The fee for services will not exceed $188,183.

 

Additionally, request to authorize the City Manager, or his designee, to take all action deemed necessary to execute all utilities-related design and construction agreements, licenses, permits, and requests for utility services related to the development, design and construction of the project and to include disbursement of funds. Utility services include, but are not limited to: electrical, water, sewer, natural gas, telecommunication, cable television, railroads and other modes of transportation. This authorization excludes any transaction involving an interest in real property.

Summary

The purpose of this project is to manage and maintain the City's 32 pedestrian bridges that do not qualify to be on the National Bridge Inventory (NBI) registry, and are referred to as Non-NBI bridges. These pedestrian bridges are inspected every two years and are scheduled to be inspected starting in January 2019. Of the 32 bridges, 28 are Aviation Department structures, two are Valley Metro structures, and two are Phoenix Convention Center structures.

 

HDR Engineering, Inc.’s services will include, but are not limited to: bridge inspection according to the National Bridge Inspection Standards, reporting inspection and coding inventory data into bridge management software, producing inspection reports sealed by a professional engineer, managing and scheduling bridge inspection teams, procuring equipment for bridge inspections, securing permits and right of entry necessary to complete inspections, and other various tasks to accomplish the mandated requirements.

 

Procurement Information

The selection was made using a direct-select process set forth in section 34-103 of the Arizona Revised Statutes (A.R.S.). The City is utilizing the direct-select process due to HDR Engineering, Inc. being uniquely qualified to provide the services needed, and its familiarity with the requirements and procedures of the City's Bridge Inspection Program.

 

Contract Term

The term of the agreement is one year from the issuance of the Notice to Proceed. Work scope identified and incorporated into the agreement prior to the end of the term may be agreed to by the parties, and work may extend past the termination of the agreement. No additional changes may be executed after the end of the term.

 

Financial Impact

The agreement value for HDR Engineering, Inc. will not exceed $188,183, including all subconsultant and reimbursable costs.

 

Funding is available in the Street Transportation, Aviation and Phoenix Convention Center's Operating and Capital Improvement Program budgets. In addition, the Street Transportation Department will be reimbursed by Valley Metro for inspection of their bridges. The Budget and Research Department will separately review and approve funding availability prior to the execution of any amendments. Payments may be made up to agreement limits for all rendered agreement services, which may extend past the agreement termination.
