Description
Request to authorize the City Manager, or his designee, to enter into an agreement with Eurofins Eaton Analytical, LLC and Xenco Laboratories to perform environmental analysis of samples of water, soil, and air as needed for the City's landfills, in an amount not to exceed $730,000 over the life of the contract. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
The City is required to perform analytical environmental analysis of landfill samples and reporting for groundwater, drinking water, leachate, brine water, surface water, sediment, condensate, soil, and air samples as needed to comply with permitting requirements, environmental reporting and federal, state, and county regulations. This contract will ensure that the City continues to perform required annual, semi-annual and/or quarterly environmental monitoring at City landfill sites and wells as required.
Procurement Information
Request for Proposal (RFP) 20-SW-006 was conducted in accordance with Administrative Regulation 3.10. Two proposals were received on May 1, 2019. The proposals were scored by a three-member evaluation committee based on the following criteria: Proposers Capability and Capacity (250 Points), Prior Experience (200 Points), Business History (100 Points), Quality Assurance/Quality Control Plan (100 Points), Water Pollution and Water Supply Proficiency Results (100 Points), Fee Schedule - Groundwater Sampling Kits (100 Points), Subcontractors (80 Points), State of Arizona Certification and Licensing/Accreditation (50 Points), and Other Relevant Information (20 Points).
The evaluation team recommended Eurofins Eaton Analytical, LLC and Xenco Laboratories for contract award that provides the best value to the City based on the following consensus scores, and responsive and responsible offerors.

Xenco Laboratories: 857 Points
Contract Term
The contract term will be for one year beginning on or about Nov. 1, 2019. Provisions of the contract include an option to extend the contract for up to four additional years in one year increments, which will be exercised if considered in the City's best interest to do so.
Financial Impact
The aggregate contract value for all option years will not exceed $730,000 with an estimated expenditure of $146,000 annually. Funds are available in the Public Works Department's budget.
