Description
The Head Start Birth to Five Program requests the Economic Development and Housing Subcommittee, which serves as the City of Phoenix Head Start Birth to Five Governing Board, to approve the purchase of capital equipment over $5,000. There is no impact to the General Fund.

Summary
Federal Regulation 45 CFR 75.439(2) mandates that the Office of Head Start and the Head Start Birth to Five Governing body must approve all capital expenditures costing more than $5,000. Two Education Service Providers and one Child Care Partner has identified needs that require purchases over $5,000.
The Alhambra Elementary School District is requesting the installation of two playground structures with swings and two shade structures at two of their sites. Immanuel Care for Children requests an outdoor shed.
The Deer Valley Unified School District requests to purchase a modular building to be located at Sunrise Elementary School. This request was previously approved by the Community and Cultural Investment Subcommittee on May 4, 2022, for up to $510,000. Since the approval in May 2022, the Head Start Birth to Five Program and Deer Valley Unified School District encountered issues that prevented a timely purchase. These issues have been resolved and the purchase is ready to be made. Due to the length of time that has passed and Deer Valley Unified School District obtaining a new vendor, the price of the modular building has increased 56 percent. The current price of the modular building is just under $900,000. The Head Start Birth to Five Program is requesting approval to purchase a modular building up to $1 million.
The total for all the equipment and modular building will not exceed $1,295,000.
Attachment A identifies the locations and the Education Service Providers or Child Care Partner requiring the equipment.
Procurement Information
Funds to purchase capital equipment will be amended into the Education Service Provider and Child Care Partner's contracts. The Education Service Providers and Child Care Partner will procure the equipment and the modular building.
Financial Impact
The total amount for all capital equipment and the modular building is $1,295,000. Head Start Birth to Five grant funds will be used for these purchases. There is no impact to the General Fund.
Concurrence/Previous Council Action
- The Community and Cultural Investment Subcommittee approved the Deer Valley modular purchase for up to $510,000 on May 4, 2022.
- The Head Start Birth to Five Policy Council approved the purchase revision for up to $1 million on May 13, 2024, by a vote of 10-0.
- The playgrounds, shade structures, and outdoor shed are scheduled for consideration by the Head Start Birth to Five Policy Council on June 10, 2024.
