Request to authorize the City Manager, or his designee, to enter into a contract with K & R Holdings, Inc., (Vendor 3515070) in an amount not to exceed $163,450 to provide photo luminescent pathway markings and signage. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
This contract will provide the Public Works Department with luminous egress pathway markings and signage in three City high rise buildings: Phoenix Municipal Court; Calvin C. Goode; and Phoenix Transit buildings. The work under contract ensures that the high rise buildings comply with Fire Code requirements for luminous egress path markings, interior exit ramps, and exit passageways.
Procurement Information
Invitation for Bid (IFB) 17-FMD-104 was conducted in accordance with Administrative Regulation 3.10. There was one offer received by the Public Works Department on Feb. 15, 2016. The City solicited for bids for (Group I) Public Transit Building and (Group II) Calvin C. Goode and Phoenix Municipal Court Buildings. The bid was evaluated based on price, responsiveness to all specifications, terms and conditions, and responsibility to provide the required goods and/or services. The bid by K & R Holdings, Inc., is deemed to be fair and reasonable, based on the market. The following is the responsive, low-bid and recommended offer resulting from this solicitation:

K & R Holdings, Inc.: $49,150.00 (Public Transit Building)
Group II
K & R Holdings, Inc.: $46,200.00 (Calvin C. Goode Building)
K & R Holdings, Inc.: $68,100.00 (Phoenix Municipal Court Building)
The Public Works Director recommends that the offers from K & R Holdings, Inc., be accepted as the lowest-priced, responsive and responsible offer.
