Description

Request to authorize the City Manager, or his designee, to extend the term of City Contract #164226 with Senior Bridge, LLC for affordable housing development through June 30, 2027, in alignment with the anticipated project completion date. Further request to authorize the City Controller to disburse all funds for purposes of this item.

 

Report

Summary

As originally authorized, the term of the affordable housing development agreement expires on December 31, 2026. Additional time is required to complete the project, motivating this request to extend the development agreement expiration date to June 30, 2027.

 

Contract Term

If approved, the development agreement term will be extended to June 30, 2027.

 

Financial Impact

The funding for this project remains unchanged and there is no impact to the General fund.

 

Concurrence/Previous Council Action

  • On December 18, 2024, the City Council approved the IGA with Maricopa County and related projects with Ordinance S-51553a, including the award of up to $6 million in funding from the Intergovernmental Agreement (IGA) for the affordable housing development with Ordinance S-51553a.
  • On March 26, 2025, the City Council authorized changes to the scope and substitution of Senior Bridge, LLC as developer with Ordinance S-51736.
  • On July 2, 2025, the City Council authorized additional changes to Senior Bridge Project scope and term, and entry into a funding agreement with the Phoenix Community Development and Investment Corporation with Ordinance S-52177.
  • On September 3, 2025, the City Council authorized an increase of $750,000 in funding for the project for a total value not to exceed $9,765,746 with Ordinance S-52253.
