Pursuant to A.R.S. 4-203, a spirituous liquor license shall be issued only after satisfactory showing of the capability, qualifications and reliability of the applicant and that the public convenience and the best interest of the community will be substantially served by the issuance. If an application is filed for the issuance of a license for a location, that on the date the application is filed has a valid license of the same series issued at that location, there shall be a rebuttable presumption that the public convenience and best interest of the community at that location was established at the time the location was previously licensed. The presumption shall not apply once the licensed location has not been in use for more than 180 days.

I have the capability, reliability and qualifications to hold a liquor license because:
“Horizon Air is foreign corporation qualified to do business in the State of Arizona, and whose officers and agent have been presented to the Liquor Control Board for background checks. A resident agent/manager has been appointed to manage the premises and meets all the requirements for licensure. Horizon Air is a regional passenger airline and holds liquor licenses for every location served, where applicable, and has had no license revoked within the past few years.”
The public convenience requires and the best interest of the community will be substantially served by the issuance of the liquor license because:
“Horizon Air dba Alaska Horizon is a regional passenger carrier serving PHX airport. The granting of a conveyance liquor license will allow Alaska Horizon to offer alcoholic beverages to our loyal passengers (over 21 years of age), onboard the aircraft for flights departing PHX. The granting of this license will allow members of the traveling community to enjoy a beverage onboard and can encourage tourism. Alaska Airlines, is our sister company which also holds a long-standing conveyance license for PHX airport.”
