Report

Summary

The Neighborhood Services Department (NSD) oversees processes for disposing of and redeveloping vacant City-owned properties in alignment with the Housing Phoenix Plan (HPP). Adopted in June 2020, the HPP identifies community housing gaps and needs through nine strategic initiatives. NSD’s work primarily supports Initiative Three, which focuses on redeveloping vacant City-owned land to create mixed-income housing opportunities.

In December 2025, NSD released Requests for Proposal (RFP) for the Isaac Redevelopment Area and South Mountain Village, respectively. Proposals were due in April 2026 and reviewed by the Evaluation Committee during the summer. Recommendations for Award were publicly posted in September 2026.

The following RFP packages are detailed below, and a list of award recommendations from the Evaluation Committee are included in Attachment A and Attachment B.

Isaac Redevelopment Area - District 4 (Attachment A)

  • Five property packages, totaling 38 vacant lots located in the Isaac Redevelopment Area near 35th Avenue and McDowell Road.
  • The results of the RFP process are expected to create 258 new affordable housing units.

South Mountain Village - District 8 (Attachment B)

  • Three property packages, totaling 17 vacant lots located in the Target Area B Redevelopment Area in South Mountain Village, specifically along 16th Street and Broadway Road.
  • The results of the RFP process are expected to create 113 new affordable housing units.
