Report
Summary
On April 8, 2026, City Council approved Ordinance S-52764 authorizing the acceptance of a donated accelerant-detecting K9 and corresponding handler training funded by International Fire Dogs (IFD). The ordinance incorrectly identified Northeast Detector Dog Services as the provider of the handler training. The training was provided by Maine Specialty Dogs.
Participation in the IFD Ignitable Liquid Detection K9 Program also required the City to enter into an agreement with IFD. The agreement includes indemnity and assumption of liability provisions that require an exception to Phoenix City Code Section 42-18.
This request will rescind Ordinance S-52764 and replace the previous authorization with a new ordinance that retroactively authorizes the City Manager, or his designee, to apply for, accept, and enter into an agreement with IFD for participation in the Ignitable Liquid Detection K9 Program; authorizes acceptance of the donated accelerant-detecting K9 and corresponding handler training; corrects the handler training provider from Northeast Detector Dog Services to Maine Specialty Dogs; and approves an exception to the indemnity and assumption of liability provisions of Phoenix City Code Section 42-18.
