Description
Request to authorize the City Manager, or his designee, to enter into contracts with Eurofins Drinking Water and Wastewater West, LLC., Legend Technical Services of Arizona, Inc., dba Legend Analytical, and SGS North America, Inc., to provide environmental lab services for the Water Services Department. Further request to authorize the City Controller to disburse all funds related to this item. The total value of the contracts will not exceed $2.5 million.
Summary
The purpose of these contracts is to provide comprehensive environmental laboratory testing and analytical services that support the City's Water Services Department in meeting federal, state, and local water quality regulations. The awarded laboratories will perform specialized analyses for drinking water, wastewater, reclaimed water, and regulatory compliance programs, ensuring the City reliably monitors water quality and maintains required public health and environmental protection standards.
The services are necessary to supplement and support the Environmental Services Division's laboratory operations by providing analytical methods not available in-house, providing surge capacity when needed, and maintaining continuity of regulatory testing. The contractors will also support the City's National Environmental Laboratory Accreditation Conference (NELAC) requirements through certified testing, quality assurance, and timely reporting needed for regulatory submissions.
Procurement Information
A Request for Proposal procurement was processed in accordance with City of Phoenix Administrative Regulation 3.10.
Three vendors submitted proposals deemed responsive and responsible. An evaluation committee of City staff evaluated those offers based on the following criteria with a maximum possible point total of 1,000:
- Qualifications and Experience (0-350 points)
- Laboratory Capability and Licensure (0-260 points)
- Quality Assurance and Quality Control (0-240 points)
- Pricing (0-150 points)
After reaching consensus, the evaluation committee recommends award to the following vendors:
- Eurofins Drinking Water and Wastewater West, LLC - 509.14
- Legend Technical Services of Arizona, Inc. dba Legend Analytical - 532.87
- SGS North America Inc - 543.39
Contract Term
The contracts will begin on or about November 1, 2026, for a seven-year term with no option to extend.
Financial Impact
The aggregate contracts' value will not exceed $2.5 million.
Funding is available in the Water Services Department's Operating budgets.
