Report

Summary

The purpose of this project is to provide preconstruction services and construction services for the Cactus Park Police Precinct project. The project will construct a new state-of-the-art police precinct campus to replace the existing Cactus Park Police Precinct (Precinct 900). The existing facility predates modern standards for all personnel and no longer meets current operational, accessibility, or facility requirements. The new campus will be located at 3035 W. Thunderbird Road on a 12.5 acre co-location site shared with a future Phoenix Fire Department facility. The campus will include a main precinct building with an attached firearms training facility, a covered fuel island, secure parking areas, site security infrastructure, and green storm water features.

CORE Construction, Inc. will begin in an agency support role for Construction Manager at Risk Preconstruction Services. CORE Construction, Inc. will assume the risk of delivering the project through a Guaranteed Maximum Price agreement.

CORE Construction Inc.’s initial Construction Services will include preparation of a Guaranteed Maximum Price proposal provided under the agreement. CORE Construction, Inc. will be responsible for construction means and methods related to the project and fulfilling the SBE program requirements. CORE Construction, Inc. will be required to solicit bids from prequalified subcontractors and to perform the work using the City’s subcontractor selection process. CORE Construction, Inc. may also compete to self-perform limited amounts of work.

CORE Construction Inc.’s additional Construction Services include, but are not limited to: construct the new Cactus Park Police Precinct, including the main precinct building, support operations facility, site infrastructure, and all associated improvements; selecting subcontractors and suppliers for the project; preparing Guaranteed Maximum Prices that meet the approval of the City; coordinating with various City of Phoenix departments, utility companies, and other agencies; arranging for procurement of materials and equipment; scheduling and managing site operations; bidding, awarding, and managing all construction related contracts while meeting City bid requirements; providing quality controls; bonding and insuring the construction; addressing all federal, state, and local permitting requirements; dealing with City issues; and maintaining a safe work site for all project participants.
